The subject of this procurement is the provision of Earth Observation (EO) Data Access and User Support Services (U-DATA) for heritage, current and future ESA missions as well as selected Third Party Missions (TPM) over the period 2020-2025. The U-DATA will be composed of the following service elements: ·User Support Services: oEarth Observation Help Desk Service as single point of contact to support and manage all Users of ESA and TPM missions payload data and related tools and services provided by ESA; oEarth Observation Payload Data Ground Segment (PDGS) Service Desk as the single point of contact for the all ESA internal operators to request internal services for data management, information broadcast, infrastructure provision; oEarth Observation PDGS second level support service as providing support for queries and events that cannot, for various reasons, be resolved at the first level (help desk), e.g. problem investigation and identification of work-around solution in case of service disruption or degradation or assign actionsto underpinning services. ·Data Access Services: oMission Managers and Data Owners Support Service board that collects the requirements of Mission Managers and Data owners and drives the implementation of Data Access projects oData Dissemination Operation Service that ensures the management of the metadata, the relevant catalogues and the availability of data towards the user community The provision of the above mentioned services shall imply the implementation of interfaces with other components of the PDGS including ICT Services, Application Maintenance Services, Product Quality Assurance, Web Services, Archival Services, Engineering Services,Common Ticketing Services. The U-DATA will be managed and measured by means of key performance indicators.
