PROCUREMENT CONTEXT

This IITT has been re-issued to correct the ESA budget line.

CGI IT UK (CGI) is the prime contractor on the ESA Earth Observation Payload Data Ground Segment (EO PDGS) Infrastructure Evolutions project. As part of this contract, ESA is intending to act as a sponsor to the Open Geospatial Consortium (OGC) Interoperability Testbed 14. The intended ITT applies only to the ESA sponsored Exploitation Platform Thread.

In line with the principles of OGC, CGI on behalf of ESA will provide cost-sharing funds to partially offset expenses uniquely associated with the Exploitation Platform Thread. 

The intended procurement runs in parallel with OGC Testbed 14 Call For Participation (CFP). The ITT is planned to be published on 8th December 2017 and there will be a 6 week period for bidders to submit proposals. The anticipated start date for the project is 3-5th April 2018 with a Kick-off Workshop Event.

ESA SPONSORED TESTBED 14 CONTEXT
Testbed-14 supports the development of ESA’s Thematic Exploitation Platforms (TEP) by exercising envisioned workflows for data integration, processing, and analytics based on algorithms developed by users. These algorithms are initially developed by TEP users in their local environments and afterwards tested on the Thematic Exploitation Platform. The goal of this activity is to develop interoperable software to realise a scenario incorporating application chaining, user authentication/authorisation and deployment/execution of a user’s request across multiple cloud infrastructures, and from this provide informed recommendations/lessons learned on the use and potential future evolution of the standards baseline.
